KRG Confirms Progress on Oil Export Agreements | Iraq Business News

The Kurdistan Regional Government (KRG) Ministry of Natural Resources has confirmed that it has fulfilled its obligations regarding oil exports from the Kurdistan Region, in coordination with the Federal Ministry of Oil.

It says that all domestic and foreign companies, with the exception of one foreign entity that has yet to formalise its commitment, have signed the agreement. The Ministry said this exception does not affect the trilateral framework between itself, the companies, and the Federal Ministry of Oil.

Reuters reports that eight international oil companies have reached agreements in principle, while Norway’s DNO, and its partner Genel Energy, are yet to sign the agreement.

Yesterday (Tuesday), DNO, the largest operator in the Kurdistan Region, said it is eager to resume exports but “pursuant to agreements that ensure payment surety for both past arrears and future exports.”

Pursuant to the decisions of the Kurdistan Regional Government (KRG) Council of Ministers, the Ministry of Natural Resources has fulfilled its obligations for oil exports from the Kurdistan Region, in coordination with the Federal Ministry of Oil of Iraq.

All domestic and foreign companies, except one foreign entity yet to formalise its commitment, have signed the agreement. This exception does not impact the trilateral agreement among our Ministry, the participating companies, and the Federal Ministry of Oil.

On 23 September 2025, our Ministry and the companies submitted their official approvals to the Federal Ministry of Oil. We await the Federal Ministry’s response to finalise the agreement, enabling the State Organisation for Marketing of Oil (SOMO) to commence oil exports from the Kurdistan Region promptly and implement the agreement’s provisions.
