While Dominion’s renewable energy expansion plan is making headway, rural counties in Virginia have expressed their concerns over the solar farm installations. Some residents have raised objections related to the loss of valuable farmland, visual disruption caused by the solar panels, and construction noise. As a result, counties like Henry, Pittsylvania, Clarke, and Shenandoah have implemented measures to restrict or regulate new solar projects.
Bev McKay, a supervisor in Clarke County, highlighted the disparity between rural and urban areas when it comes to electricity consumption. She emphasized that urban areas should also take responsibility for generating solar energy instead of placing the burden solely on the rural regions. McKay expressed these sentiments during a recent Board of Supervisors meeting.
In addition to environmental impacts, the increased costs associated with renewable energy have also raised eyebrows. Dominion and the State Corporation Commission predict a staggering 72% rise in electricity costs from 2020 to 2035. Calling for a reevaluation of the clean energy production mandate, Gov. Glenn Youngkin has expressed his concerns regarding these escalating expenses.

During the groundbreaking ceremony, U.S. Sen. Mark Warner, D-Va., commended local leaders for successfully initiating the Dulles project. He acknowledged the growing number of complaints his office has received concerning solar farms, and emphasized that they alone cannot address all our energy needs sustainably. Warner stressed the importance of embracing a multifaceted approach to ensure a reliable and sustainable energy future.
The Dulles airport solar farm serves as a flagship project in Dominion Energy’s ambitious renewable energy plan. Virginia’s Commitment to Clean Energy
Virginia is leading the way in clean and renewable energy production. Along with the District of Columbia, the state has mandated 100% clean energy production by specific deadlines between 2030 and 2050, according to the National Conference of State Legislatures.
A Diverse Energy Portfolio
While solar energy plays a significant role in Virginia’s plan, it is not the sole focus. The state’s legislation allows for nuclear energy to be a part of Dominion’s energy portfolio.
The Dulles Project: A Sustainable Powerhouse
One noteworthy initiative is the Dulles project, which will contribute 100 megawatts of solar generating capacity and an additional 50 megawatts of battery storage. This substantial capacity will be enough to power approximately 37,000 homes. The project is set to be completed by 2026 and is expected to create 300 job opportunities.
Dominion Energy’s Progress
Dominion Energy Virginia has made impressive strides in solar power generation. They have already added approximately 2,000 megawatts of solar power, with another 7,000 megawatts in various stages of development, including the Dulles project. Dominion aims to achieve a target of 16,000 megawatts, meaning that further sites will need to be identified throughout the state in the coming years.
Collaboration with Local Communities
To ensure that the projects align with the expectations of local communities, Dominion Energy Virginia works closely with local governments. Their collaboration ensures that visual impacts are minimized, as demonstrated by the inclusion of vegetative buffers in their more recent projects.
“We want to make sure those counties are satisfied with how the projects are developed,” stated Edward Baine, President of Dominion Energy Virginia.
The Dulles Project: A Noteworthy Landmark
Contrary to minimizing visual impact, the Dulles project embraces its visibility as a symbolic feature. Officials recognize the importance of a massive solar project that will be visible to travelers at the airport, serving as a forward-facing image for the world to see.
“The image that they now will see when they look out the window upon landing and see the solar panels that have been installed at this airport is exactly the type of forward image we want to make sure that the world sees,” expressed Fairfax County Board of Supervisors Chairman Jeff McKay.
